After explaining essentially what I wrote in this thread and saying I needed a new ticket, they told me that they couldn't help, and that I needed to subscribe and use the in-game ticket system. I'm running out of options here, and frankly it's disappointing that no one seems interested in helping me unless I pay them for the privilege.

Talos is automatically added once you finish the last of your class quests on Hoth, so either you didn't do that one not sure how you then went to the "end of Act 2" scene and on to Act 3 or you did it and it bugged out in some spectacular and incredibly unusual way.
Either way, unless you have a mission in your mission log to "go to your ship's airlock" listed under Hoth, or whatever the final closer is for Talos' mission arc on Hoth, then I doubt that CS are going to be able to help very much, as they seem to be very averse to tweaking or hacking mission results for any reason.
As for the ticket response time, it is the Christmas vacation, so you are probably still in the queue for a response. Depending on the server you are playing on, and the ticket type you selected when creating the ticket note, "Bug Report" will not work, as those are just closed and logged for developer action in a future patch , it may be some time before you get a response from CS. Clicking it gets you some stuff, and me some stuff too. Soteirian It's been a while since I leveled a Sith Inquisitor, but I remember you need to meet Talos at the ship dock. You'll find him waiting for you there, and you need to talk to him before he'll officially join you.
If you did a short cut to your ship and never went through the dock, then Talos's story is not complete and you won't have him. IanArgent
